WhatsApp marketing platform: how to send bulk messages the right way

Sending WhatsApp messages to hundreds or thousands of people is allowed, if you do it through the official platform, with permission and approved templates. This guide explains the rules, the limits, what it costs and how a platform like Buddy runs the whole loop.

A WhatsApp marketing platform is software that connects to Meta's official WhatsApp Business Platform so you can collect opted-in subscribers, send approved template messages to many of them at once, handle their replies in a shared inbox, automate follow-ups and measure results. It's how businesses send bulk WhatsApp messages legally, from their own number, without risking a ban.

WhatsApp has more than three billion monthly users (TechCrunch), and for many of them it's the app they open first. That's why businesses want to be there, and also why Meta polices it closely. This guide covers what a platform actually does, how it compares with the WhatsApp Business app and building on the API yourself, the rules and limits that decide whether your messages arrive, what it costs in 2026, and how to choose one. What does a WhatsApp marketing platform do?

Strip away the branding and every serious platform does the same six jobs. If a tool you're looking at skips one of them, you'll end up doing that job by hand or not at all.

Underneath, the platform talks to Meta's Cloud API: it sends messages, receives webhooks when a message is delivered or read, and receives the replies people send back (Meta platform overview). The value of the platform is everything around that API: the consent records, the review workflow, the inbox, the reporting and the guard rails.

WhatsApp Business app vs the API vs a marketing platform

There are three ways a business can use WhatsApp. They are not interchangeable, and picking the wrong one is a common reason businesses get stuck or get their number restricted.

The Business app is excellent for one person replying to customers. It breaks down once you need several people on one number, a record of who agreed to hear from you, or sends to thousands. Building on the API gives you total control but means you own consent storage, template workflows, webhooks, retries and a user interface. A platform is the middle path: official API underneath, finished tools on top.

Yes, sending the same WhatsApp message to many people is allowed on the official platform, as long as every recipient opted in and you use templates Meta has approved. What is not allowed is contacting people who never agreed to hear from you. Meta's policy is direct:

You may only contact people on WhatsApp if: (a) they have given you their mobile phone number or username; and (b) you have received opt-in permission from the recipient confirming that they wish to receive subsequent messages or calls from you.

Four more rules shape every campaign. Meta's opt-in guidance says you must clearly state that a person is opting in to messages from your business, name the business, and comply with applicable law. The policy requires you to honour every request to stop, whether it arrives on WhatsApp or anywhere else. Outside the 24-hour customer service window, which opens when a customer messages you, "you can only send pre-approved template messages" (Meta). And if you automate conversations, you must offer "prompt, clear, and direct escalation paths" to a human (policy).

On top of Meta's rules sit local laws. In the UK and EU that means UK GDPR, the EU GDPR and electronic marketing rules; in other markets it means their own privacy and telecoms laws. Our WhatsApp opt-in guide covers what valid consent looks like, with sample wording you can copy.

How to send bulk WhatsApp messages without getting banned

Numbers rarely get restricted for sending too much. They get restricted because people block and report them. Meta tracks those signals in your number's quality rating, and a falling rating limits how far you can scale (Meta Business Help Center). These habits keep you on the right side of it.

  1. 1Only message people who opted in to you. No bought lists, no scraped numbers, no "they're a customer so it's fine". Record where and when each person agreed.
  2. 2Say who you are in the first line. People block messages they don't recognise. Lead with your business name and why they're hearing from you.
  3. 3Send what they signed up for. If someone opted in for order updates, a weekly promotion will feel like spam, and they'll report it.
  4. 4Segment instead of blasting. Send the product launch to people tagged as interested in that product, not to everyone.
  5. 5Make leaving easy. Tell people how to stop (for example, reply STOP) and make sure it actually works, every time.
  6. 6Start small with new templates. Meta paces new marketing and utility templates to gather early feedback, so a first send to a warm segment is safer than a first send to your whole list.
  7. 7Watch quality after every send. If your rating dips, pause, look at what you sent and to whom, and fix it before the next campaign.

What are WhatsApp messaging limits?

Your messaging limit is "the maximum number of unique WhatsApp user phone numbers your business can deliver messages to, outside of a customer service window, within a moving 24-hour period" (Meta). Replies inside an open customer service window don't count towards it. Limits are now set at the business portfolio level and shared by every number in that portfolio.

Meta raises the limit automatically when two things are true at once: you are sending high-quality messages across your numbers and templates, and "in the last 7 days, your business has utilized at least half of your current messaging limit". When both hold, the limit goes up one level, within six hours (Meta). In practice that means steady, well-received sends are how you grow. Per-user marketing limits

There is a second, less visible limit. WhatsApp "may limit the number of marketing template messages a WhatsApp user receives from any business in a given period of time when they are less likely to be receptive" (Meta). If you see error 131049, the message wasn't delivered for that reason. Meta's advice is to wait at least 24 hours before trying that person again; retrying straight away just muddies your reporting.

Marketing messages and US numbers

One rule surprises a lot of global brands: "WhatsApp does not currently deliver marketing template messages to WhatsApp users with United States phone numbers" (Meta). Utility, authentication and service messages still reach US numbers. If a large share of your audience is in the US, plan your WhatsApp programme around order updates, reminders and conversations, and keep promotions for other channels there.

How much does WhatsApp marketing cost in 2026?

Meta has charged per delivered message since 1 July 2025, with rates that depend on the message category and the recipient's country (Meta pricing). A platform's subscription sits on top of that. The rules that matter:

The October change matters because replies used to be free. From 1 October 2026, service replies and utility messages inside the 24-hour window are charged (Meta). Categories also matter for cost: Meta counts an abandoned-cart reminder or a back-in-stock alert as marketing, not utility (Meta categorisation), and a utility template with promotional content gets recategorised.

How Buddy runs WhatsApp marketing, step by step

1. Connect your own number

From Settings, you connect a WhatsApp number through Meta's Embedded Signup. Your WhatsApp Business account, number and templates stay inside your own Meta business portfolio, so you keep ownership if you ever leave. Until a number is connected, sends run as simulated previews, which is handy for learning the tool.

2. Grow a permission-based audience

Every workspace gets a hosted opt-in page at usebuddy.app/yourname, with a QR code and a copyable link for your bio, website, WhatsApp Status, packaging, menus or event badges. Each opt-in is saved with its date and source, and phone numbers are normalised to international format. You can also add contacts by hand or import a CSV of people who have already agreed to hear from you. 3. Create and approve templates

The Message templates builder submits templates to Meta: choose Marketing or Utility, add an optional text or image header, a body with {{1}} variables, a footer and up to three buttons (link, quick reply or call). Buddy shows each template's status (approved, in review, rejected, paused, disabled or draft), its quality and, if Meta rejected it, the reason. Templates you create in WhatsApp Manager sync in too. 4. Send a WhatsNew

Campaigns in Buddy are called WhatsNews. The builder has five steps: Grow, Template, Message, Audience, Send. You pick an approved template and language, fill its variables (with {name} personalisation), add an image, video or document header if the template has one, then choose All contacts or Contacts with a tag. 5. Answer replies in one inbox

Every WhatsApp conversation lands in the Inbox, where your team replies from your connected number. If more than 24 hours have passed since the customer last wrote, Buddy tells you and points you to a template instead of letting a message fail. 6. Automate the predictable

Automations start from one of three triggers: someone subscribes, a message comes in (optionally containing a keyword), or a reply is categorised. They can send a message, add or remove a tag, wait or notify your team, and on the visual canvas they can branch on conditions. 7. Measure and protect your number

Each WhatsNew shows recipients, sent, delivered, read and failed, with the most common failure reason in plain language. Insights adds click and reply rates across your sends, the Dashboard charts opt-in growth by day, and Click analytics shows button clicks reported by Meta. WhatsApp health shows your quality rating, messaging limit and alerts, and WhatsApp accounts lists every number you can access, so you can choose which one sends. 8. Work as a team

Owners control everything. Admins manage the workspace, team, WhatsApp connection, templates, API keys and exports. Members send campaigns and reply. If you have several numbers, owners and admins can choose which members may send campaigns from each one. The inbox itself is shared across the workspace.

A note on AI: from 15 January 2026, Meta's terms bar general-purpose AI chatbots, where the AI assistant is the main product, from the WhatsApp Business Solution (TechCrunch). Business bots that serve your own customers remain allowed. Buddy's approach is co-pilot, not autopilot: AI suggests, a person decides.

How to choose a WhatsApp marketing platform

Use this checklist when you compare tools. Ask each vendor to show you, not tell you.

  6. 6A real inbox. Can several people reply from one number, with roles, and does it handle the 24-hour window for you?

Frequently asked questions

Can I send bulk WhatsApp messages from the WhatsApp Business app?

Only in a limited way. Broadcast lists in the app only reach people who have saved your number, and there is no built-in consent record, team inbox or reporting. For sends to hundreds or thousands of opted-in people, you need the official WhatsApp Business Platform, usually through a marketing platform.

Will my number get banned for sending bulk messages?

Not for volume alone. Restrictions follow blocks, reports and low engagement. Message only people who opted in, send what they signed up for, segment your audience and make opting out easy, and your quality rating will support growth.

How many WhatsApp messages can I send per day?

New business portfolios start at 250 unique people per rolling 24 hours outside the customer service window, then move through 2,000, 10,000 and 100,000 to unlimited as Meta sees high quality and steady use of at least half your limit over seven days.

Do I need a developer to use the WhatsApp Business API?

Not if you use a platform. With Buddy you connect your number through Meta's Embedded Signup and do everything from the app. A developer only helps if you want to connect your own systems, for example through the Buddy API.

Can I send WhatsApp marketing messages to US numbers?

Not currently. Meta says WhatsApp does not deliver marketing template messages to users with US phone numbers. Utility, authentication and service messages still work.

Who pays Meta's WhatsApp message fees when I use Buddy?

You do, directly. Meta bills its per-message fees to your own WhatsApp Business account, and Buddy doesn't mark them up. Buddy's plan is a separate subscription.
