WhatsApp messaging limits and quality rating: how the tiers work

Every business on the WhatsApp Business Platform has a daily ceiling on how many people it can message first, and a quality rating that decides whether that ceiling grows. Here is how both work, straight from Meta's documentation, and how to grow without getting flagged.

WhatsApp messaging limits are the maximum number of unique people your business can deliver messages to outside a customer service window in a moving 24-hour period. New business portfolios start at 250, and the limit can rise to 2,000, 10,000, 100,000 and then unlimited. Your quality rating, based on how people react to your messages, decides whether you keep climbing.

If you plan to send WhatsNews, reminders or any other business-initiated messages at scale, these two numbers matter more than almost anything else. This guide explains what counts towards your limit, how increases actually happen, what lowers your quality, what "flagged" and "restricted" mean, and the habits that keep a number healthy as your audience grows.

What are WhatsApp messaging limits?

Meta defines messaging limits as "the maximum number of unique WhatsApp user phone numbers your business can deliver messages to, outside of a customer service window, within a moving 24-hour period" (Meta, messaging limits). Three words in that sentence do most of the work.

  • Unique. The limit counts people, not messages. Sending three messages to the same customer in a day uses one slot, not three.
  • Outside a customer service window. When a customer messages you, a 24-hour window opens in which you can reply freely. Replies inside that window are not what the limit is measuring. The limit governs the messages you start: marketing, utility and authentication templates sent to people who have not written to you recently.
  • Moving 24-hour period. There is no midnight reset. The window rolls, so a send at 3pm today frees up those slots at around 3pm tomorrow.

There is one more detail that catches out growing teams: limits are "calculated and set at the business portfolio level and are shared by all business phone numbers within a portfolio" (Meta). Adding a second number does not double your capacity. If your support number and your marketing number sit in the same portfolio, they draw from the same pool.

What are the WhatsApp messaging limit tiers?

Meta's current documentation describes five levels. You start at the bottom and move up either by meeting a scaling requirement (for the first step) or automatically (for every step after that).

How do you increase your WhatsApp messaging limit?

The honest answer is that you do not request most increases. You earn them by sending good messages to enough people. The first step, from 250 to 2,000, is the only one with a specific path.

Step 1: from 250 to 2,000

According to Meta, you can reach 2,000 in any of three ways:

  3. 3Meet the scaling path: send 2,000 delivered messages outside customer service windows to unique WhatsApp users within a 30-day moving period, using templates with a high quality rating.

When Meta approves the increase it notifies you by email, developer alerts and webhooks. When it declines, your limit stays where it is and Meta sends an account alert that tells you what to do next.

Step 2: automatic increases above 2,000

Once you are at 2,000, Meta raises your limit automatically when two things are true: you are sending high-quality messages across all of your phone numbers and templates, and "in the last 7 days, your business has utilized at least half of your current messaging limit". Portfolios that qualify see the increase within 6 hours (Meta).

Read that second condition carefully. A business on 2,000 that only ever messages 300 people a week will stay on 2,000 however good its messages are. Growth in the limit follows growth in real, wanted sending.

What is the WhatsApp quality rating?

Your quality rating is Meta's view of how your messages are being received. AWS's WhatsApp documentation, which mirrors Meta's Help Center article on quality rating, describes it as based on how customers received your messages over the past seven days, with recent messages weighted more heavily, using signals such as blocks, reports and the reasons people give when they block a business.

Templates have their own rating too. Meta's template quality page says template ratings are based on usage, customer feedback and engagement, with values of high, medium, low and pending. A single weak template can be paused while your other templates keep working, so it pays to watch both.

What lowers your quality rating?

Meta does not publish a formula, but the signals are clear: people blocking you, reporting you, and ignoring what you send. In practice, those reactions come from a short list of habits.

Messaging people who did not opt in

Meta's opt-in rules require people to agree to hear from your business on WhatsApp. A bought or scraped list is the fastest route to blocks.

Surprising people

Someone who opted in for order updates and then receives daily promotions will block you. Send what you said you would send.

Sending too often

Frequency that works for email can feel intrusive in a chat app. Every send lands next to messages from friends and family.

Blasting everyone

Sending one offer to your whole list, including people it does not suit, invites reports. Target by interest with tags instead.

No easy way out

If leaving is hard, people block instead. Blocks count against you; an unsubscribe does not work the same way.

Misleading templates

Promotional content dressed up as a utility message gets recategorised as marketing (Meta), and it tends to annoy people too.

What happens when your WhatsApp number is flagged or restricted?

Business phone numbers carry a status that reflects their quality and messaging limit, and a number must be connected to send and receive messages through the API (Meta, business phone numbers). The statuses you are most likely to see are described in AWS's documentation like this:

Meta's current messaging-limits page describes how limits rise and is silent on how they fall, so treat the seven-day rule as the long-standing behaviour rather than a guarantee of timing. What is certain is that automatic increases require high-quality messages, so a flagged number will not move up until its quality recovers. When a template is paused

Templates follow their own escalation. According to Meta's template pausing documentation, a template with low quality is paused for 3 hours the first time, 6 hours the second time, and disabled the third time. Paused templates are not charged and do not count against your limit, but every send attempt is rejected. You can edit the content and resubmit it, which sends it back into review.

New marketing and utility templates can also be paced. With template pacing, Meta sends to an initial group, holds the rest while early feedback comes in, and either releases them or pauses the template. Held messages that are dropped come back with error 132015.

Messaging limits vs per-user marketing limits: not the same thing

Three different ceilings get mixed up in forum threads. They have different causes and different fixes.

Meta's per-user limits page explains that error 131049 means a marketing message was not delivered "to maintain healthy ecosystem engagement". It is not a verdict on your number. The same page confirms that WhatsApp does not currently deliver marketing template messages to people with United States phone numbers, while utility, authentication and service messages still work. If a US-heavy campaign shows lots of failures, that is the likely reason.

How to keep your quality rating high while you grow

  2. 2Welcome new subscribers straight away. A first message soon after someone joins reminds them who you are, which lowers the chance of a confused block later.
  3. 3Segment before you send. Tag people by interest, product or location and send each WhatsNew to the tag it suits, not the whole list.
  4. 4Pick a rhythm and keep to it. A predictable weekly or fortnightly update feels like a service. Unpredictable bursts feel like spam.
  5. 5Make opting out easy. Say in your messages that people can reply STOP. An unsubscribe is far better for you than a block.

  7. 7Ramp up rather than blast. At a new limit, send to your most engaged segment first, check quality over the next few days, then widen.
  8. 8Watch replies. Replies are a strong positive signal, and they open a customer service window for real conversation.

None of this is extra work layered on top of WhatsApp marketing. It is WhatsApp marketing, and it is what Meta's Business Messaging Policy expects of every business on the platform.

A worked example: growing from 2,000 to 10,000

Imagine a skincare brand in Dubai with 6,000 opted-in subscribers and a limit of 2,000 unique people per 24 hours. It cannot reach everyone in one day, and it should not try.

  1. 1Day 1: it sends its new-launch WhatsNew to the 1,500 subscribers tagged as recent buyers, the group most likely to welcome it.
  2. 2Days 2 and 3: it checks the campaign's delivered, read and failed counts and its quality rating. Green, so it sends to 1,800 subscribers tagged by product interest.
  3. 3Day 4: it has now used well over half of its 2,000 limit in the last seven days, with high quality. That meets Meta's condition for an automatic increase, which Meta applies within hours if it agrees.
  4. 4The following week: at 10,000, it can reach the whole list in a day, but keeps sending by segment because that is what kept quality green in the first place.

The brand did not ask anyone for a higher limit. It sent relevant messages to people who wanted them, often enough to show Meta real demand.

The page refreshes the connected number's details from Meta when you open it or press refresh, and Meta's quality, limit and account webhooks keep the stored values current in between.

WhatsApp accounts

If you manage more than one number, the WhatsApp accounts page lists every business portfolio, WhatsApp Business Account and phone number you have access to, with verification status, quality rating per number, and which number is in use. Owners and admins can press Use this number to switch the sending number, and open Team access on any number to restrict who can send from it. Because Meta's limit is shared across a portfolio, this view also makes it obvious which numbers are drawing from the same pool.

The habits, built in

  • Campaigns only ever go to contacts whose status is subscribed.

Why do some marketing messages fail with error 131049?

That is Meta's per-user marketing limit, not your messaging limit. WhatsApp limits how many marketing messages each person receives from all businesses. Meta advises against retrying immediately (Meta).
