Follow the returned cursor

List responses contain data, has_more and next_cursor. Start with limit=50 (maximum 200). When has_more is true, send next_cursor as cursor on the next request and retain the same filters.

Cursors are opaque. Do not parse or invent them. Lists use stable ordering so new inserts do not shift an offset. Store your own business IDs if you need a resumable export across a long period.
